  the well-established classics are still available: fax\, telephone\, and 
 email — supplemented by a growing number of inboxes\, portals\, and spec
 ialized messaging systems.\nClarity is not exactly their defining feature.
 \n\nIn Germany\, FITKO\, Saxony-Anhalt and Hamburg are attempting to bring
  some structure into this historically grown communication landscape throu
 gh the ZaPuK project.\nThe goal: fewer isolated solutions\, more structure
 \, more interoperability.\n(The fax is surprisingly persistent.)\n\nIn thi
 s session\, we take a sober\, technical look at the following questions:\n
 \n* What can Matrix realistically deliver as a *general-purpose communicat
 ion fabric* for public administration?\n* Where does the protocol fit well
  from an architectural perspective?\n* Where does it become interesting?\n
 * And where does theory collide with federal realities\, domain-specific p
 rocesses\, and operational models?\n\nWe discuss the current state of proj
 ects\, discussions\, and recommendations followed by an honest reality che
 ck.\nNo marketing. No promises of salvation. But plenty of room for critic
